Throw the Greeks a bone a let them host the summer olympics every 4 years. Let a smattering of other cities/locations do specialized and scaled back hosting for specific olympic events: like they do for surfing. They can keep the bribery ring mechanism for the winter olympics because that's really whats important for IOC

But anyway: One set of infrastructure the globe can invest in.

Then you can have a 'host' country come to olympic arena and decorate and present the games in the style of their nation.
