Friend said let's meet at 1. I ask her if she's sure. She says yes. It's 1:46 and I'm still waiting for her. I knew I should've arrived at 2. She waited a million years for a bus so she didn't have to walk, when she could've walked. Grr.
I had to step away from a friendship yesterday for a similar reason.
It feels bad today, but I'm glad I did it because I don't want to be the kind of person who is OK with that behaviour.
This person doesn't value your time and that's a pretty big red flag.
I am a sometimes late person (a trait I don't really like but actively trying to improve) but being THAT late is insulting. You have to value other people's time.

i detest lateness when it is a choice that person makes
She goes to sleep anywhere between 1 and 6am and wakes up maybe 12pm. I asked her if 1 was okay and she said yes. Clearly it wasn't!
Does she wear tight/fashionable/high heeled shoes? Was I wearing such, I'd wait a million years for a bus rather than walk and cripple myself. If, on the other hand, she wears comfy shoes - that's a different dynamic.
She's wearing sneakers right now. Just too "lazy" to walk. I hate calling people lazy but she takes pride in it.
I'm assuming she's just arrived if you know she's wearing sneakers.
Does that mean you're going to spend time with her then?
People who take pride in being lazy don't make good friends.
i have fam who don't call it lazy, they think they are being smart
Did she have the courtesy to say that she'll be late?
Think it's a bit rude as well making you wait due to walking/bus thing.

Meeting her anyway sends the signal that you're fine with being such a low priority in her world. And she'll have no incentive to alter her behaviour next time.
