Garland has a bigtime reputation for being the strict, no-nonsense, stick to the procedure guy. The dorky accountant whose spreadsheet fussiness took down the Al Capones of the world. There was real reason to think he was dotting his i's and crossing his t's to make his case airtight, building legal precedent from the ground up by taking down lowly jan 6th terrorists nobody really cared about. It would have been a phenomenal strategy.
