Pretty much yes.
The FNV map is a reasonably accurate, downscaled version of the actual topography and cities and notable landmarks of the Las Vegas area.

Dinky the Dinosaur and Novac are based off of a dinosaur museum/exhibit in Henderson, NV.

Many at least in name, yes. There's a lot less talk about wishing for a nuclear winter, however.
