Generally, an artifact should be 100+ years old, but this is a flexible requirement if you find something rare and suitably linked to an era of history, not a strict rule. Anything over 100 is fair game regardless of rarity.

If you're legit looking for work like this, I have no idea how expensive it is (I presume very), but I believe in the modern day the terms used for this kind of work is glass gilding and verre eglomise. Not so sure about the potential of getting someone who can do this style, mind you, but I know that this kind of material is still worked with.
No worries, I'm about to finish building my time machine. I'll bring them back in no time!
