Most likely the remains of a poached animal.
Poacher was after at least some parts of animal, but either couldn't field dress it at the kill site, or didn't want to leave the remains in the area they're poaching in. Probably to make it harder for Fish and Wildlife to catch them.
Unless you're in the middle of a city, or some other urban landscape... Because then that's probably a body you and should never have touched that dismembered body disposal bag.
But, speaking of someone who grew up in areas that had hunters, and poachers, that is what this sounds like to me.
