I wouldn't call them Auckland City, but they are definitely in the Auckland Region.

I guess it might be a bit like saying Masterton is in Wellington. It's technically true, it's in the Wellington region, but you wouldn't typically say Masterton, Wellington. However, you also wouldn't normally say Masterton, North Island 😆.
