In a modern democratic society you also have religious freedom. This further means that you have the right to embrace or distance yourself from any religion you want as well as create entirely new ones based on any kind of belief.
If one were to ban the burning of the Koran, one would also have to treat all religious writings equally. This means, of course, that even the Scientologists' Bible and Pastafari's manifesto would receive exactly the same protection. Now imagine someone registering a new religious community based on National Socialism and naming Mein Kampf as its holy manifesto or if someone proclaims the membership charters of criminal gangs to be religion. All of a sudden Nazi propaganda, Hells Angels and criminal gangs in the suburbs have become forbidden to desecrate.
Some of these problems could possibly be solved with additional legislation, but In most cases it would be impossible to draw a line between what is good or bad and what to protect or not because religion is based upon belief rather than facts. You are treading an extremely narrow path if you try to introduce blasphemy laws in a modern open society with freedom of speech and religion.
