That looks like it's a gas station.
I mean, it makes sense, but I have to say that the collision between war and mundanity seems almost bizarre. Just watch a gas station until something important drives up -- because it will sooner or later -- and drop a missile on it.
I'm glad I'm not the only one to see the absurdity in it. Never thought "refueling" would mean "stopping at the 7/11 for some gas and war-snacks". Even worse... that poor trucker that pulled in just at the station got hit... hopefully there's somewhere else nearby.
