Well there's your problem, a fundamental misunderstanding of their intentions. They don't intend to force them to sell off their "excess" properties (which has a nebulous definition on purpose, btw,) they intend to drag them from their homes and brutally murder them in the street in front of their children who undoubtedly will also be murdered if they object to the whole thing. Y'know, hence "guillotines." They're not just for pastiche.
