Check Mikrotik routers without WiFi as there are quite a few complaints, their RouterOS is quite detailed in traffic control.
It's a really good starter kit as it will quickly teach you to choose the next hardware properly, i.e. to balance the need for cpu power, ram, hdd sizes with the power consumption cost.
Frigate - I tried ZoneMinder some time ago but found Frigate more reliable, especially with Google Coral for object identification
I have powerline adapters and they do their job fairly well - children are not complaining while playing online games (as opposed to when they did over wifi). Bear in mind those adapters claim they support say 600 Mbps but then the ethernet socket will support only 100 Mbps as the 600 is related to the traffic between the adapters only. It works, ping is ok, for quick transfer of large files not really suitable.
