Yes, it's in a very usable state, but I'd consider it alpha software at the moment. Users can, however, switch between Steam's gamepad UI, the desktop, and OpenGamepadUI any time.

If anyone is interested in an open source replacement for Steam's gamepad UI, there is OpenGamepadUI, which I am the author of. It features an overlay, gamepad mappings, and plugin architecture:
