We live in a small town with a volunteer fire department and skeleton crew EMS. If it is a serious issue, often the cops will be the fastest ones on scene, and just hand off to EMS when they get there.
It gets worse, people with some types of deafness still have to wear hearing protection around loud noises to help prevent developing tinnitus.
With grocery prices being what they are, I can't imagine any rational person thinks this is a good idea.
Edit: Even without high grocery prices, having this much of a monopoly on groceries would be insane.
