I didn't see anyone saying that but the correct response is: in the next billing cycle we're going to start charging X amount per month for X amount of traffic or we have to bump you to to the next tier.
If things are so dire that the traffic is causing problems the correct response is to throttle certain domain traffic until it gets figured out in some way.

It's a natural stage of development. Playing with the idea of reality is part of understanding and accepting the world around them. Let them play in the world of make believe while asking them about what they're experiencing and help them form understanding. *Pointing to blue item "This is orange." "That's orange? What else is orange?" If they demand you agree with them, it should be fine. This is early development. It's way, way more important that they feel safe and loved than what they're thinking and saying. They will grow and if they seem to be too distant from reality, there's plenty more things you can do to help them at that stage.

I assume you're referring to the clay litter? You probably just want an air purifier. You will have litter smell and dust for a short time is all. The one problem, is that the fine clay dust will make mincemeat out of most purifiers. You'll want a good one with easily replaceable filters or easy to clean filters. If they're replaceable, cost is also a factor. Or, you can get two furnace filters and rubber band it onto either side of a box fan and use a smart plug to run it now and then.
