Too many unknowns to give you any good advice. You need to give info about your system and usage.
- What CPU are you currently using?
- What resolution and refresh rate are you using?
- What types of games are you playing?
I can say- in general there is no such thing as CPU being 'too powerful' for a GPU (you can over spend based on your budget though). And there is no difference between 13th and 14th gen performance so buy 13th gen if it is better price.
