I'm not sure where in the world you are, but to my North American ears I've never heard of Teknet. Could be a bad brand, or a bad model where it can (in theory) hit 100w but fails spectacularly when you try.

FWIW, both my ugreen, aukey, and Anker chargers of various wattage are working fine.

On my unsupported Ubuntu 23.04 and mainline 6.5 kernel hibernate works just fine, although I do lose the running applications occasionally. It's not exposed in the UI though - I have to manually run systemctl hibernate
