A country with the proper infrastructure to host a WC already?
That's not the FIFA way. FIFA likes when developing nations take money out of their limited budgets to build football stadiums that serve no other purpose to society beyond the month-long event.
Put it this way... before WC2006 he was considered a solid defender, after WC2006 at the age of 33 he was propelled to superstardom.
Not at the level of Nesta and co.
