It seems more like a wanton disregard for civilian casualties. Blowing up entire apartment towers because they believe one or more people there were valid targets is unacceptable but not technically targeting civilians.
What's going to happen? They will get exactly what they want, which is students being taught what they want them to believe. It's an academic coup.
If you don't pay them well, only the wealthy can afford it.

When a psycho cop in the department shoots an innocent kid in the back, the other cops will have to decide either to plant a gun on him or have their their retirement funds drained by a lawsuit.
That gives every cop a financial motive to lie for each other, cover up incidents and silence witnesses.
A capitalist system would never cut corners on safety measures.
How long has the administration known about this case? It sounds like the guy is just finding out himself.
Is there even a legal process for the administration to un-revoke his citizenship? Maybe the only legal means to reverse this is for him to sue and the courts to overturn it?

Trump, and Republicans in general, love destroying anything Obama did or cares about.
Remember though that Trump often says things just because they make his crowds cheer. Also, although he had almost 5 years he never even managed to release an outline of a plan, though I do think they are preparing much more for a second term.
