Saw someone actually dig into this. There's a lab that makes the pesticides that cause the harm. They've convinced Congress to raise the bar on how experiments must be done for this research to require expensive equipment, so your average independent or university researcher couldn't afford to produce results- but the big corporate lab can.
It's also led by LGBT people and allies within the company. The goal is to make it a nicer place to work and recruit talent; whatever PR comes their way is just a perk.
