Nope, Google Wallet does not run with unlocked bootloader or with root. There's a lot of programs made to avoid this but setup can be broken anytime with a Google update. If you absolutely want to pay with your phone, it can be nightmarish to install all kind of add-ons to bypass failing CTS.

Average is about 800k, in Montreal it's about 700k, how can people, especially young people working at less than 20$/h and sometimes partial time, will do to buy a house? Even rental is out of control here. Buying a condo is even worst with monthly fees, 600$+/month is not uncommon, adding to mortgage, adding 400-500$/month for taxes.
People earn less than 2k/month and have to spent 1200-1500$ on rent.
Adding 500K-1M immigrants per year will brings workforce to build housing, but where will those people live? And housing price will go up anyway?

Else you can find very interesting powerful phone like PoCo F4 for instance and replace the ROM with the dozen ones available, check XDA.
Know that when you unlock bootloader/replace ROM, you will most likely lose the ability to pay with your phone, or play a cat and mouse game with magisk and addon and google Wallet.
I'd go with MX Linux for sure, this is a very nice distro, w/o systemd, based on Debian, and using Xfce so it's pretty fast

Yes, with Xfce it's pretty snappy, works really well. The E5490 is even better especially with a i7
