TL;DR If your GPU is less than 10 years old nothing works. If it's older you can have decode with the proper firmware files installed.

On 40 series GPUs GSP firmware is required to even get the GPU to output anything other than unaccelerated 2D.

So reclocking is guaranteed to work short of bugs in the firmware loader.
