If the admin is really MIA I doubt it'll last long. That being said, this is the system working. Defederate away.
If its like the original its funded by some locked away advanced options.
I think it has to do with the way google does shit when you're starting a beta. He didn't want to do an unlimited beta but if you wanted a limited beta the minimum is 1000.
