Bueno, pues queda claro que la retórica puede decir muchas cosas, pero la política ejecuta otras. La retórica aguanta todo.
No es una mentira, es una asunción de la política internacional, nada es "gratis"(no es la palabra correcta), hasta el amor se da y se recibe por amor, todo consiste en intercambiar algo (y es lo más justo y muy sencillo).
Por ese lado sí, una contradicción en el discurso, pero condicionar ayuda honesta es política (como cualquier otra), y no es nueva.
