ServerPartDeals has good reputation. I've been using used hard drives for years; used to only purchase new, but changed my opinion after trying some used enterprise drives. Also have a few used SSD's that work fine.

Most of the time, drives from individual sellers, like here on r/homelabsales, package their products much better than places like Amazon. Last time I tried from them, and it was supposed to be their house refurbs, three drives came loose in one of those thin plastic bags with absolutely no type of padding anywhere to be seen. Those things were seriously torn up.

Not much more expensive to pull fiber; don't think there should be any interference as there would be with copper. FS.com has many standard pre-made lengths or I think they also make custom.
