Another criterion dungeon. At this point I have myself convinced that they'll go all in on them in dawntrail and add desirable rewards.
It's surprisingly easy to do if you have 2 walls the right distance apart for your height.

Any chest you pick up should be able to store dead NPCs. One of my characters has a chest full of them for improvised weapons/throwing.
I think people had their expectations too high. People are expecting it to be as good as skyrim was for 2011 but in 2023, but I went in expecting it to be as good as (vanilla) skyrim is now and so far that's what I feel like I got.
