You could go Lutron Caseta if the remote is a suitable substitute for voice, otherwise you're looking for an old Clapper.

It is automation of the home, housework or household activity.
Home automation may include centralized control of lighting, HVAC (heating, ventilation and air conditioning), appliances, security locks of gates and doors and other systems, to provide improved convenience, comfort, energy efficiency and security.

Home assistant local voice control.
Your “no Siri/Alexa solution” requirement needs clarification. Are you just trying to avoid Alexa and Siri specifically, or you don’t want to use a voice assistant at all?
Depending your requirements, the answer can change from “the thing you’re looking for doesn’t exist” to “just use another voice assistant that’s not Siri or Alexa”.
How techy are you? I'm running home assistant with local voice control but it takes some work to set up
I watched a YouTube video about Home Assistant with Local Voice Control and found it far more capable and complex than what I needed. I'm simply looking for The Clapper with voice command from a wall light switch.
You could build your own using a seeed studio respeaker and raspberry pi however if you aren't comfortable with custom development of hardware and software it would be a challenge. https://www.seeedstudio.com/ReSpeaker-4-Mic-Array-for-Raspberry-Pi.html
