CPU Cooling problems: Just like 95C is normal for Ryzen, 100C is normal for Intel CPUs in many workloads. If you're worried about CPU temperatures, please look at reviews for the laptop or CPU cooler you're using.
I had the w3-2423 and it almost never reached its max boost frequency which was bad because the chip is horrifically slow otherwise and the all core turbo is really low, disabling power limits helped but only a little
can only suggest seeing if there are any BIOS updates, I dont have a HP but for me, each BIOS update has improved the general performance by a noticeable amount
I doubt the bios of an hp prebuilt has any useful option but on normal motherboards there's a tab to set cpu max boost depending on amount of cores active. Check if it's limited to 4ghz, and try to play around with power limiting/saving options if there are any.
If it doesn't work you could try using throttlestop or intel xtu.
