Note the mini-itx board with the 16xP670+8xX280 chip can be preordered. It is due in some 8 months and will cost around $120.

At that price, at that point in time, it will be quite powerful.

When Xi publicly told his military to be ready to invade Taiwan by 2027 earlier this year (meaning there was probably a non-public memo demanding readiness by 2025), he made things political.

Taiwan doesn't have many natural resources and their government since the 70s has deliberately poured money and legislation into their chip industry to make it so valuable that other countries would be forced to come to their aid if they are attacked.

The idea that hardware and politics are strictly separate has always been a fantasy.

Xi didn't publicly tell the military to be ready by 2027. That was a (probably accurate) claim by US intelligence

The headline is of course confused. The 64 core chips (SG2042, SG2044) use Chinese-developed THead cores. Only the 16 core chip (SG2380) is using SiFive cores.

RISC-V extensions have compatibility issues, and the company had to develop a new chip to accommodate the final vector extensions, Liuxi told HPCwire.

Liuxi should be more accurate. RVV 0.7 is a draft version with absolutely zero expectation that it will be compatible with the 1.0 version. Freedom to make radical and incompatible changes from draft to draft is the whole point of having draft versions.
