Those DIP switch settings must be matched by the remote for it to work. The actual radio module is the little daughterboard attached to the right side, and in some reality, there may be the means to replace it with a different frequency device to accommodate licensing in different countries. Maybe. Doubtful that you'd find one, but maybe.
It's tough to offer up much concrete info without specific manufacturer details, and I don't really get anything in context from searching for "STAR 272".

However, u/velhaconta is correct in saying that a simple contact closure across the the two 'START' terminals will open and close your garage door.

I wouldn't replace this.

I'd remove the antenna and maybe also the RF daughterboard. Then connect any garage door automation kit Tailwind, Meross, etc) to the 'start' terminals.
