I would expect 40Mb (5MB/s) up and down, but the router is at 1/16 of the possible speed. Is this the max speed?

Leave it running. That's how you help. I have a similar setup and transfer about a terabyte a month iirc.

Is the TCP and UDP port open on the firewall?
