How is getting drunk and sucking dick rape? Am I missing something?

Furthermore, because many rapes are facilitated by drugs or alcohol, the new definition recognizes that a victim can be incapacitated and thus unable to consent because of ingestion of drugs or alcohol.

Also, the person getting their dick sucked is partially responsible, and should not allow their dick to be sucked by someone that is drunk.
