"Plots revenge" means:

The Trump ally wasn’t exactly repentant for his actions. In fact, after the hearing, he said he planned to call on Attorney General Pam Bondi to prosecute New York Attorney General Letitia James and to investigate Bragg, both of whom have successfully challenged Trump in court.

James, Bannon said, is an “existential threat to the Trump administration.”

Headline is just a touch overstated.

I dunno. He’s pegging Bragg and James as threats because they’re the ones who got convictions against Trump (and him,)

... just a touch ...

Don't get me wrong; Bannon is a bridge troll. But the headline falls on the side of ragebaity for me. There's plenty to be "motivated by" without having to amplify with phrases like "plots revenge".

"Plans retribution" would be a better turn of phrase, I think. Like I said, just a touch.

After taking money to keep Mexicans out, he’s going to take revenge on victims of his fraud by personally guiding illegal immigrants across the border into the US.

He bought all the mail order and online books on how to perfect the villain look.
