So is this the woman version of weaponized incompetence? Clearly she knows she's doing it wrong, could she somehow find a hammer but not a screwdriver?

Not so sure. My wife is great but my sister can't change a tire. It really comes down to how one was raised. there are folks that have never picked up a screwdriver.
Specifically the woman in the comic
you got me. The comic is a sorta diary and reading it from the start its very obvious that she knows how to do common household things.
I'm on Hooon's side. Don't let the perfect be the enemy of the good.

I think the ether will incapacitate her just fine, thanks.
Just tell her you’re going to do it, no need to keep reminding you every 6 months.
