If you add up the subsidies in Europe and the US you'll probably arrive at a similar figure.
It's not even close actually. The figures for China are so high because the government was giving the manufacturers of the batteries and cars direct subsidization. While also giving buyers tax breaks for purchasing.
Some of China's EV makers still aren't even profitable. But government support has ensured the cash flow needed to continue operating.

Yes, if you count the Oil industry subsidies along with the car subsidies. I think that's fair since a big reason there are so many subsidies on Oil is to keep gas prices low for transportation
