I can’t speak any more broadly than this article, but they have a law to offer shelter. Now do they? Do I think any Republican leaning cities have such a policy or law? No and also no.

Poverty has been around for so long, and even back in the day, the bottom of the barrel is offered a hand. It's almost always cheaper then just letting them rot in destitution. Workhouses/Almshouses were a thing and it works better than this disrespectful state of affairs :( .
Don't the surrounding hospitals dump vulnerable patients off at the tenderloin? So now they will go from hospital to street to prison.
