im trying to wrap up a minor process (small dir tree of crap) into a zip file for use by others, but microsoft has decided zips shouldnt include empty folders? wtf?

has it always been this way?

Assuming you are using the native zipping functionality, it might be worth looking into a 3rd party zip tool like 7zip to see if they can do it.

Wanted to recommend 7zip. Windows still doesnt have their shit together
