There are some youtube channels where I only want to see updates to specific playlists. Like the English playlist from the CCC, or only Yahtzee videos from second wind, etc.

What is the best way to managed playlists and see the new videos without subscribing to a whole noisy channel?

YouTube itself is usually pretty good with that. Like when Ryan George was over at Screen Rant I only ever watched his videos without subscribing to the channel. And I always got to see his new videos without getting anything else from there.

This even works for channels you are subscribed to. YouTube will stop showing you new videos if you never click on them. That's also the downside of this approach.
