Blocking R2 buckets could be difficult, since is widely used. IPFS could be blocked to restric p2p and block access to gateways (have a uptodate list of IPFS gateways could be challenging).

Blocking known IPFS gateways is cool and all, but what about the legitimate traffic that goes through?

Normally web filters categorize IPFS gateways as p2p, and most organizations block this category.
