Huh. It wouldn't surprise me that there are some shady characters or volunteers in the "United Nations Relief and Works Agency for Palestine Refugees in the Near East". There is bound to be. It also wouldn't surprise me if this was just a blatant lie or misinformation from the US or Israel. Both have a solid track record of lying, like pretty much every government. I also assume they won't produce any proof and this would be rather impossible to investigate independently. So basically this tells me nothing.
