It was a demonstration to potential buyers (cops) that it worked.
The makers didn't just strap on their first prototype without knowing it would stop a bullet yet.
This was after they knew it would work.

These aren't literally the first bulletproof vests, but nowhere in the text of the meme is it asserted that these are the first tests of the bulletproof vests.
Perhaps you could learn how to parse basic English before trying to act smug?

I don't think your post was really accurate, since the first bullet proof vest was attempted in 1538 according to Wikipedia so it's not really the first, or a test.

The irony is it's your poor reading comprehension that lead to your misunderstanding.
People still do it today. There was a bullet proof glass company where the CEO (iirc, might have been owner) sat in a car with their windshield and let someone shoot at it with a rifle.
Yeah this is whats actually happening. The inventor of the bullet proof vest would litterally get shot to show how safe it made the wearer.

They absolutely tested this beforehand lol, this was just showmanship to get departments to buy the vests. There are still companies that demonstrate like this actually (both with wearable armor and vehicle armor).
