Not really GPL because the board itself will need proprietary blobs, potentially still have Intel ME running, and cannot flash Libreboot.

It's still a fantastic step in the right direction in my opinion. Maybe once risk-v matures more we will get a proper GPL board.
I'd still be weary because there's no such thing as fully-free technology under capitalism.
