CPU Cooling problems: Just like 95C is normal for Ryzen, 100C is normal for Intel CPUs in many workloads. If you're worried about CPU temperatures, please look at reviews for the laptop or CPU cooler you're using.
P3, P5, P7 are all on one side of the CPU, so it's likely the cooler pressure on the CPU IHS isn't even for some reason.
Some ideas:
Use more paste and make sure the paste imprint is even.
Double check to make sure you didn't mix the LGA1200/1700 standoffs which are different lengths.
Make sure the excessively large universal Arctic mounting frame isn't catching on a VRM component.
Make sure the contact frame tension is even across all four screws

Current temps on full load: P0 68C P1 71C P2 67C P3 85C P4 70C P5 91C P6 69C P7 78C. The E cores are all 62-64C. Clocks on full load: 5.3GHz all P cores. Power 195W Vcore 1.164V.
With that large temperature delta between most P-Cores and the two hot ones, my suggestion is to take a closer look at how the thermal paste is distributed over the CPU surface and see if the "pump-out" effect has caused the paste to be too thin in the middle .
