I have an Lenovo LOQ with i7-13700h the first one usually said 1-2 ghz speed on task manager while using google but the replacement usually says 2-3 ghz speed on task manager. Is it bad or good that it says higher speeds while not doing much.

Broadly speaking - higher frequency requires higher voltage. Not always the case, though, as binning/firmware/etc are a thing.

I think your replacement has a different cpu scheduler set. You should be able to use your favourite search engine to find instructions on how to change that. Usual presets are balanced/power/performance.

I'm seeing this behavior when performance power plan is selected in windows, it makes all the cores to boost to max turbo 3 frequencies in idle and makes the computer to eat a couple of more watts
