Looks like a heat shield for a cat. You can either remove it or reattach it, although it's likely rusted if it's falling off.

Ate there multiple heat shields? Because the mechanic claimed he removed the one that was causing the rattling sound I was hearing.

Usually yeah. There's often one around the manifold(s) and one around the cat(s). I'm not familiar with this model, but you can look at a parts diagram if you're curious.
