The left flag is originally a symbol from the American revolution. These days it is flown by libertarian fanatics who are expressing that they will not bow to the authority of the state.
The right flag is the "thin blue line" flag used to express the belief that society only exists because the police form a tenuous barrier between it and violent anarchy.
The combination of the two flags corresponds to a world-view in which the driver of that car belongs to a group that must not be policed, while at the same time police are essential for controlling some other group. This world-view is odious to most people here.
