Spent a while earlier trying to see how close I could get to making something look like a traditional animation cel, so I picked an old illustration of mine to redraw. General idea is to see if I could make something fit within a modern digital animation workflow. I ended up using a program called Rebelle since it has a very advanced & realistic painting engine to perform the inking & flats using its acrylic brushes, and then did some post filtering in Krita (noise + chromatic aberration + VHS-style color bleeding)

I think I get something very subtle out of Rebelle, like little textured paint ridges it adds to my brush strokes, but admittedly it's probably so subtle you'd never notice in the context of a real animation. The other thing which is less subtle is the ink bleed for the lines though, which gives the outlines a very realistic texture IMHO.

(to be fair, I have a hard time with Procreate as well, for most of my digital art I'm kind of a diehard CSP user)
