what does this even mean
The example I had in mind was that of an HOA (Karen, Inspector, President, Lawyer), Judge, Sheriff... each doing their part (at least 'just doing their job' but possibly even feeling positively about it; like they are doing good in the world) in concert to divest a family of their home. My original thought was to label the people, but it was way too many words for a meme at that point. Maybe it's a fail... :)
At the time, I had come up with a few other examples (imminent domain, code enforcement, nuisance abatement, tax liens, and non-financial foreclosures), so I must have errantly thought it would be obvious, or that the viewer could fill in whatever situation was most relevant for them.
How would this differ in a libertarian society?
