It's dwarfism, so not really a breed although they're called munchkin cats.

And people do try to breed them on purpose. Even though the entire litter dies if both parents have the gene.

Absolutely, although it's totally possible for it to happen naturally. So, not every munchkin is the result of poor breeding. But most likely are the result of inbreeding.
