No worries! This whole thing is unprecedented, so misunderstandings are to be expected.

Tesla gets around it, temporarily, by being allow by court to send their own people to pick up the plates at the manufacturer of the plates while the claim is being settled.

I think the normal rutine for any postal company is to "return to sender" when unable to deliver, but that is just my guess. Edit: correction, PostNord keeps all the post that is mailed to Tesla. This goes beyond the licenses plates and includes other mail also, I assume only the license plates are regarded as business critical at this point for Tesla.
