Why is my 13900k only scoring 26k-27k in cinebench r23? My power consumption seems fine and sits around 240-250W, temperatures could be better but aren't terrible (around 90°C). I have already installed newest z790 hero bios from asus. What can be wrong?

Your PL1/PL2 limits don’t appear to be taken into account, though they have indeed been set to 4k W ; at least that’s the reading here.

The power usage you hit show that you are hard capped to the stock PL2 (253W). Either the board has it hardlocked (I doubt it), or there’s another setting that overrides the limits set in the BIOS, or it’s bug of the BIOS.

Without delving any deeper into this, I would first try to tweak the PL1/PL2 limits drastically lower in the BIOS (say 100W for both), to see if they are taken into account at all. Check the reading in HWInfo while Cinebench runs to see if they are followed. If they are, set them to more "reasonable" values (say 500W) and see if that changes.

Someone else might have a more specialized input and might know exactly what makes the system default to the stock PL2. In which case disregard my trial-and-error approach.
